Emphasizing the importance of information in effective planning and decision making, this document reviews the background on data in education both before and after , with particular emphasis on the Florida Educational Accountability Act and its influence on: (1) comprehensive planning; (2) student assessment; (3) management information systems; (4) annual reports; and (5) state-developed. erties. Criteria for successful accountability systems are available from several experts, who agree on most points, especially that a successful accountability system requires and supports both external (e.g., state, federal, or public) accountability and internal (e.g., use of data for improvement) accountability.

The Data Wise Project at the Harvard Graduate School of Education is designed to help schools turn student assessment data into a tool to improve instruction and transform the act of data analysis into a process that elevates the organization, function, and climate of schools. A step-by-step guide to this process, for schools and school districts, is described in the authors' recent book, Data.   The message to teachers must be that their work is not about abstract concepts of state accountability or school improvement. We did not get into this business to .

Based on a research project comprising data from an interview study and a survey with teachers and school principals in four German federal states (Bundesländer), this paper questions the claim that the side effects of accountability in education are bound to high-stakes contexts, and also provides evidence of side effects occurring in no- and low-stakes contexts. Educational researchers have recently called for a more rigorous use of data in ways that promote an ongoing cycle of improvement (US Department of Education ; Bernhardt ). Using data within a cycle of improvement ensures that what gets collected is then analysed and used to enhance learning.
